Jilin Province Unveils HR Support Measures for Embodied Intelligence and Future Industries

Jilin Human Resources and Social Security Department issues a measures list to support embodied intelligence and other future industries, offering talent recruitment, funding, and incentives for foreign founders operating in China.

Jilin Province Introduces HR Measures to Boost Embodied Intelligence and Future Industries

The Human Resources and Social Security Department of Jilin Province has issued a new measures list aimed at accelerating the development of future industries, including embodied intelligence, humanoid robotics, hydrogen and new energy storage, aerospace information, biomanufacturing, and atomic-level manufacturing. The measures, published on May 18, 2026, with document number Ji Ren She Fa [2026] No. 6, are designed to leverage human resources and social security functions to support these sectors. For foreign founders registering or operating a company in China, these measures may offer valuable opportunities for talent acquisition and financial support.

Support for Talent Recruitment and Introduction

The measures encourage key enterprises, universities, and research institutes in these future industries to apply for special talent introduction positions under the "High-level, High-precision, and High-scarcity Talent" program. Eligible units can request relaxed application conditions and increased quotas. High-level talents introduced through these positions can be directly recognized as Class A-D talents and receive corresponding benefits. Additionally, units can flexibly introduce top domestic and international talents and teams through project cooperation, part-time work, technical guidance, or consulting. Projects selected under the annual flexible talent introduction subsidy program can receive up to 200,000 yuan in funding. Furthermore, units organizing talent recruitment events in the province can apply for subsidies of up to 100,000 yuan per selected project.

Postdoctoral Support and Career Development

Increased support is available for postdoctoral research stations and workstations in these fields. Newly established stations can receive up to 50,000 yuan in subsidies. Full-time postdoctoral researchers entering a station receive 50,000 yuan per year for two consecutive years during their tenure. Those who remain in the province after completing their postdoctoral work and sign employment contracts of five years or more with enterprises or institutions receive a one-time subsidy of 100,000 yuan. The measures also aim to smooth career advancement by allowing enterprises in these sectors to independently evaluate professional titles, with core technological breakthroughs, commercialization of research, and actual economic benefits as key criteria. Talents in urgent shortage can have educational and experience requirements relaxed, and engineering talents with major contributions can directly apply for senior engineer titles.

Improved Talent Evaluation and Matching

The talent classification and evaluation standards will be refined to include direct recognition and comprehensive review channels, with qualified key employers granted comprehensive review authority. The province plans to explore establishing a talent pool for these future industries to better match talent with industry needs. A liaison system will be set up to provide point-to-point support, one-on-one business guidance, and streamlined procedures for relevant units.

Recruitment Services and Financial Incentives

The measures include tracking talent demand and recruitment plans of relevant units, supporting live-streaming job promotion brands to visit key enterprises, and organizing job fairs for future industries. Both online and offline recruitment services will be provided within and outside the province to facilitate quick matching. Support is also given to joint "industry-academia-research-application" talent training projects, with selected projects receiving 200,000 yuan in funding. Enterprises absorbing university graduates can receive employment living subsidies or rental subsidies: 1,000 yuan per month for undergraduates, 1,500 yuan for master's students, and 2,500 yuan for doctoral students, for up to 24 months. One-time housing purchase subsidies are also available: 30,000 yuan for undergraduates, 50,000 yuan for master's students, and 80,000 yuan for doctoral students. (These cannot be combined with rental or settlement subsidies.)

Entrepreneurship competitions and promotional activities by enterprises in these sectors can receive up to 500,000 yuan in special entrepreneurship funding for qualified projects. The measures also include provisions for employment support, though the source text is incomplete.

Foreign founders looking to establish or expand operations in China's future industries may find these incentives useful for recruiting talent and accessing financial support.
